Skill Priority

Weapons
Changli's signature weapon that's not only fantastic for her but also usable on all damage-focused Sword users who have a large portion of their damage originating from Resonance Skill damage. Offers a huge main stat of CRIT DMG% granting excellent scaling, 12% permanent ATK% and up to 56% increased Resonance Skill DMG% which should be at or close to full power during the bulk of your rotation when opening with one or two resonance skills.
Outstanding Sword choice, offering significantly higher base damage due to its 5★ rarity, as well as a stackable ATK% buff almost every character can effortlessly get 1 stack of (but with 2 also being easily achievable by most when played correctly). Additionally has a good amount of Energy Regen, which on most characters will allow one sub-stat of Energy Regen to be allocated elsewhere to increase damage even further. Best Sword choice across the board with only S5 4★ Swords having a chance to compete with it.
Powerful sword for Resonators spending minimal time on the field - the shorter the better. Best for Hybrid characters executing their rotation fast and infrequently, but less powerful on Main DPS characters that aim to spend extended time on field.
Often inferior to Commando of Conviction for DPS, this sword is still a great F2P 4* option for characters who need the energy boost. Realistically however, only consider this option over Commando of Conviction if you have energy problems on your character.
Exceptional all-around generic Sword gaining its bonus close to unconditionally as most Resonators almost always aim to make use of their Intro skill and very few characters spend more than 15 seconds on field during their duration.
Sword option for Heavy and Basic ATK users with an easy to trigger passive - with the only downside being its 10 second time limit. For characters that use their Skill multiple times per rotation, this downside is a non-issue but for Main DPS characters who take up a lot of field time and don't use their skill often this sword can lose value.
Echo set
Echo set 1

5pcs Set: Upon using Outro Skill, increases the ATK of the next Resonator by 22.5% for 15s.
Offers a Energy Regen% and ATK, amplifying any of your main damage dealers burst windows.
Transform into Impermanence Heron to fly up and smack down, dealing 310.56% Havoc DMG.
Long press to stay as Impermanence Heron and continuously spit flames, each attack dealing 55.73% Havoc DMG.
Once the initial attack lands on any enemy, the current character regains 10 Resonance Energy. If the current character uses their Outro Skill within the next 15s, the next character's damage dealt will be boosted by 12% for 15s.
CD: 20s
Players will want to have this on the main slot as they will want to buff the Main DPS as much as possible.
Echo set 2

5pcs Set: Inflicting Spectro Frazzle on enemies increases Crit. Rate by 20% for 15s. Attacking enemies inflicted with 10 stacks of Spectro Frazzle grants 15% Spectro DMG Bonus for 15s.
Eternal Radiance is a damage-oriented secondary option for Rover as it works with the Spectro Frazzle mechanic. Using this set, however, makes the damage scale off them. This makes it less effective than Moonlit Clouds as players will want to buff the DPS, but it is still a good choice.
Summon a Nightmare: Mourning Aix to attack surrounding enemies, dealing 273.60% Spectro DMG. DMG dealt to enemies inflicted by Spectro Frazzle is increased by 100.00%.
The Resonator with this Echo equipped in their main slot gains 12.00% Spectro DMG Bonus.
CD: 20s.
Passively Increases Rover (Spectro)'s Spectro DMG and Increases DMG dealt to enemies inflicted by Spectro Frazzle.
Echo set 3

5pcs Set: Increases the ATK of all party members by 15% for 30s upon healing allies.
This is a niche third option for a Rover (Spectro) being used as a support unit due to their 4th Sequence Chain node allowing them to heal a little with their Resonance Liberation. Using this set moves them into an even more supportive playstyle, coming in to heal with their Liberation and apply Spectro Frazzle before swapping out.
Activate the Echo Skill to summon a fraction of the Fallacy of No Return's power and deal a blast to the surrounding area, inflicting Spectro DMG equal to 15.86% of Max HP, after which the Resonator gains 10% bonus Energy Regen and all team members 10% bonus ATK for 20s.
Hold Echo Skill to unleash a series of flurry assaults at the cost of STA, each dealing Spectro DMG equal to 1.58% of Max HP; Release to end the assail in a powerful blow, dealing Spectro DMG equal to 19.82% of Max HP.
CD: 20s
Gives extra buffs ATK to the team.

Synergies & Team Formation
Synergies
Absolution Phoebe is currently reliant on Spectro Rover as they're the only Spectro Frazzle applier available besides herself, however they deal great damage together. Spectro Rover's S6 Spectro RES Shred contributes to this, and as their Ultimate has healing included, they can comfortably run both Rejuvenating Glow and Moonlit Clouds Echoes to adjust to Phoebe's teams, allowing for various teammate choices.
Spectro Rover is a replacement for Phoebe if you don't own her, however they're problematic for a few reasons. While they do provide 10% Spectro RES Shred via their S6, their damage is unimpressive and their skill cooldowns are problematic for rotations. Plus, they do not give any Frazzle DMG Amplify that Phoebe applies in ridiculous amounts, and they lack the Frazzle application for Zani to exploit her full combos. While the duo works together, Phoebe is a big upgrade, but worry not about clearing endgame content with Spectro Rover on the team — it's perfectly viable!
One of the usual Healing Support options that can slot into any team. Use her on Rejuvenating Glow with a Moonlit Clouds Spectro Rover. Super easy to use, provides amazing team-wide ATK% buffs and 15% DMG Amplify with one of the fastest rotations in the game.
Similar to Verina, a premium Healing Support option who can not only slot into any team, but also provide insane 12.5% Crit Rate, 25% Crit DMG, 25% ATK and 15% DMG Amplify buffs to your whole team. Use her on Rejuvenating Glow with a Moonlit Clouds Spectro Rover. One of the best but also easy to use characters in the game.
Team Formation
Best Team
Phoebe is used in Absolution mode; Spectro Rover should be on Rejuvenating Glow.
Zani Team
With Mortefi, use Spectro Rover on the Rejuvenating Glow Echo Set. With Shorekeeper, use Spectro Rover on Moonlit Clouds.
Expert Team
Only use if you have a lot of quickswap experience, else run the team above. Spectro Rover should be on Rejuvenating Glow.
Triple Spectro Team
Phoebe is used in Absolution mode; Spectro Rover should be on Moonlit Clouds.
